It would seem you may have imported a csv file using incorrect settings in the Text Import dialog, specifically Detect special numbers. If so, you could try importing the data again with correct settings.

Otherwise, Text to Columns should help you convert to numbers.

This is not a case for removing a character.

The apostrophe that is displayed while editing the cell is not really in it at all.
There are probably hundreds of threads in forums and Q&A sites dealing with the strange apostrophe.
