This is based on my user experience on both Writer and Calc.
I noticed that when I hover my mouse cursor over the buttons on Toolbars, there is no tooltip available telling me what a button does or the keyboard shortcut to toggle its function.
Will the developers be adding Tooltips onto Toolbar Buttons?

I think they may have already done this. Go to Tools | Options | General and under Help select Tips, and if desired, Extended Tips.

Already there - turn on /Tools /Options /OpenOffice /General and check Tool Tips; if you like, check also Extended tips. The keyboard shortcut is indicated on the appropriate menu item for that button.
