Locking of files in the temp directory

Edit: Split from old topic The images in my document have disappeared

I searched for a more recent thread, but will post here for now. Based on other posts, decided to turn off all temporary file cleaning / deletes. The problem as tracking down each software trying to do this.
I turned off
CCleaner: Custom Clean -> Windows Tab -> System -> Temporary Files
Windows Disk Cleanup: -> Temporary Files
The harder one to find was
Norton 360: -> Settings -> Task Scheduling -> Windows Temporary File

I can verify that Norton was set to clean automatically and the others were already disabled with the issue occurred.
Does anyone know if OO still has an issue with not locking the files in the temp directory or if the root cause is elsewhere?

The root cause for losing images is faulty code in AOO and, to a lesser extent, in LO. It was a hypothesis that not locking files in ...\Temp was the cause.
