How to reorder list of documents
In a list of 5 documents, how can I move document 4 up above document 1?

A useful answer probably requires knowing more details. Which application are you using? Why is using a couple of cut and paste actions not a good solution?

How is the list being generated?
Are you referring to any kind of list, or the Recent Documents list?

2. When I right click, there is no cut and paste action options. Also if I highlight it, go to to top bar "Edit" option, it does not allow for cut and paste.

That list is automatically generated with the most recently saved file being closest to the top.
The list is editable via one of the files included in the OpenOffice User Profile, but I don't know which one.
If you did edit the file to make the change, that change could (and probably would) be undone the next time you saved a file, thus to keep the list in the order you want, you'd constantly be going in to the user profile and making the same or similar change(s).

If a list is an automatically generated list, then I would suspect that it can not be changed by the user, but I still don't know how the list has been generated since my OpenOffice Sidebar does not have a documents list. It only has "Properties", "Styles and Formatting", "Gallery" and "Navigator". The list is held in registrymodifications.xcu although I don't know how it is ordered. There are more than the last 10 files stored - I have over 300. It's one reason registrymodifications.xcu grows like topsy.

2. In Microsoft Word, to reorder a document (or more) on a list of documents it is a simple 4-step process: a. highlight document to be moved, 2b. click on it, c) drag it to new position on list, and d) drop/unclick it.
I am a new user of OpenOffice with my new (older) MacMini (2015). There must be some simple way to achieve this simple task. I've looked at 100s of pages in OpenOffice manuals and seen YouTube tutorials. I have yet to find some simple instruction to do this. I even asked a local librarian two weeks ago if she could solve it - have gotten no reply. This is a frustrating "introduction" to OpenOffice.

There isn't a quick way to do this. If it mattered to anyone, they could analyse registrymodifications.xcu and decide how the list of recent files is ordered, then write a small routine to change the priorities to give the correct order. However: tampering with registrymodifications.xcu could leave the installation of OpenOffice damaged, if not broken.
