All lines formatted with the paragraph style used to define the chapter level (say:style Heading 1) will be treated as Chapter titles: their content doesn't matter to OpenOffice, so you could, if you wished, simply enter ""Chapter" or "Divider" for each line. But that is counter productive, as it will mean all your chapters are called "Chapter" or "Divider". Better to use a unique identifier for each such Chapter title - be it simply Chapter 1, Chapter 2, ... or something more descriptive.
Ten minutes experimenting with a short sample file will show you what happens, as will my earlier uploaded file, which is designed to have awkwardnesses in the running headers. Once you have noticed these, there is a simple solution. That same file also shows a hyperlinked Table of Contents and differing page number styles and counting sequences.
Apache OpenOffice 4.1.7 on Xubuntu 18.04.3 (mostly 64 bit version) and very infrequently on Win2K/XP
