unfortunately, in reality, the copied cell does not behave as the original cell. In my case: IF $A$1 unequal $B$1 make $B$1 turn red. If I copy $B$2 this cell remains red regardless of the input in $A$2.

How exactly is the conditional formatting defined? If it refers to $A$1, then when copied it will still refer to A1. If the conditional format refers to A1, then it will shift to A2 when copied. At least, that is how it works in OpenOffice.

FYI: The $ in the cell addresses is called the absolution character. It is the difference between absolute and relative for the column/row.
