I need to add a watermark (My watermark is actually a letterhead with our logo in the upper left corner and our address in the upper right corner).
I found how to add a watermark by using Format>>Page>>Background. When it puts the image on the page as a watermark, it puts it on the page based on the margins. The problem is if the margins are changed, the location of the watermark is also changed. I need to put the watermark on the page based on the paper format and NOT the margins. In my case, the paper format is Letter size.
I will be saving a blank document with the watermark. I can use the blank document to compose future documents. The margins will change occasionally.
BTW... my version is 4.1.2. I need to change my profile.

The best way is to use your printer directly.
In the driver dialog box, you will find this option.

This varies from printer manufacturer to printer manufacturer,, Mr Dandy.

and some other recent workaround permitting it to cover the entire area of the page... was it creating a template, placing the watermark in a frame, which was anchored to a header or footer on the template page?

Format > Page > Background > As > Graphic allows you to place an image in the background but the image is bounded by the page margins
Insert > From file > Picture inserrts an image which can be stretched to the paper edges. Wrap in background to allow you to type over it.
In your case, just put an image where you want it - images can extend beyond the page margins.
Search the forum on watermark for some posts about it.

A few days ago I found the post referenced by RoryOF, but I stopped reading the post when I got to a rant. I read it again and it gave me some ideas. One of the ideas was to print a document (or photo file) with the image, reload the paper and then print the document that contains the type. Since we're using an inkjet printer we may resort that option.
I had tried John_Ha suggestion. It worked... sort of. The picture file happens to be 8-1/2" x 11", the same size as the page size. After the image was loaded, clicking into the document allows changes to be made to the image file. It did not allow me to type into the document. I got around it by loading the image, then changed the paper size to legal (clicked ok), then changed the paper size back to letter size. This allowed me to type over the image. Unfortunately if I clicked into the document to make text changes for example, it assumed I wanted to make changes to the image. I'll bet if I change the image file to something like 8-1/2" wide by 2" high and place the image at the top of the page I won't have any problems. The bottom 9" of the image file is all white (blank) anyway.

You will be glad to hear that there are solutions to your remaining problems:
If an image is in front of the text you can click outside the page at the height of the paragraph to set the cursor in the text area.
But better is this:
Additionally to your wrap setting "through" you can set the image to "in background".
Also you can crop the bottom 9'' away in the image settings, so you end with a nice clean image set to top of the page.
And you can protect the image size and position there so that nobody displaces it per accident
