Whenever I pass my cursor over a icon on one of the tool bars I do not get any information such as the reason for the icon. I only have this problem with oO so I have to assume that somewhere I have disabled something.
Any help will be appreciated.

Tools menu, Options, General, Help, Tool Tips (and extended tooltips if you want).

You can enable it again:
Menu item Tools - Options, expand branch OpenOffice.org and select General
Tips will pop up a brief callout (a word or two) describing the function of whatever your mouse pointer hovers over.
Extended tips will elaborate, generally with one full sentence, on what this is.
Help Agent will give more guidance on some operations, and remember what types of operations you don't seem to need guidance on.
The menu item Help - What's this will give momentary extended tips, which will stop at first mouse click.
