When I select text with a picture (as in a help tutorial) on any web site using Internet Explorer 9 and then select Copy, and then Paste to OO Writer 4.11, I
get the text and picture,but I get black thin borders around the text/picture. I don't want any borders or where the borders are coming from, so how can I stop getting the borders when I Paste. I only have this problem in OpenOffice, no other program I've ever used.

Pasting from web sites often brings in a whole bunch of unwanted stuff along with the stuff you want. In this case, the web page is probably using a table for layout, which also gets pasted into Writer where the default borders are thin black lines. You can check if you click inside the lines and find that Writer's table toolbar pops up.
You can try turning off the table borders (make them invisible), or by selecting the whole table and using Table > Convert > Table to Text to remove the table.
I generally paste the image separately, and paste the text using Edit > Paste Special, as unformatted text. Then I re-create the layout in Writer as appropriate.
