Tablet PC Input Panel Compatibility

Hello, I loaded OpenOffice and noticed on my Red Tablet PC that the Input Panel (Key Board) will intermittently appear or not appear at all. The tablet input panel normally appears next to the place where characters are typed, i.e. when the pen is placed on the document or in an input field. I'm curious if there's a fix/patch to correct this problem?
