Does anyone know when this program can open and edit MS Publisher files?

Around half-past never, most likely. The Publisher file format is locked up--do you know of anyone who can read them, other than MS?

While Publisher is proprietary, so is Microsoft Word. The problem is Publisher is more obscure, so no one gives the effort to reverse engineer it.

Yes, several non-Microsoft programs do read Publisher. IIRC, examples include Adobe PageMaker and/or Adobe InDesign. Try a web search: microsoft publisher convert OR import

Or you may try this extension : http://www.alicvb.com/Programmes/pubooo/index_en.php
PubOOo can convert Publisher files into OpenOffice.org Impress.

But I don't reverse engineer the format, I just use Publisher COM component.... So you need to have Publisher installed on your system for the conversion (after, you can destroy MS Softwares !)
