On first installation (under Win98SE) first run of Base Wizard
says the app requires a Java Runtime Environment. The documentation
(help file) does not include this topic or say how to proceed. The OO
forum appears to include only discussion of JRE under Mac OSs, not
Windows. This may make OO's Base module unavailable to
Windows users.

When you download from:

You could read that :
"The Java Runtime Environment (JRE) is required for the Base (database) component of OpenOffice.org as well as several other features. By default the OpenOffice.org installer will install this additional piece of software as well."
If you obtained from other places, this information not shown in Help file, I agree.
Download OOo with JRE, or java from: http://www.java.com
