I've created a simple report using the wizard that dumps most of the data from tblStudents into a roster. I only want a header on the first page of the report with the Director's contact info. When I uncheck everything including default from the <insert><header> section and then select "first page only" I don't get a header I can put data into. Only when I reselect "default" does the header section come back but then it's on all pages when I go to print. Is this expected? Am I missing something here?

I am not familiar with the wizard and OO's native report builder as I use the Oracle report builder extension, which I recommend. 
However, whatever report writer you are using you need to distinguish between a report header and a page header. The report header appears only once at the beginning of the report, a page header appears on every page. So you may be confused about the type of header you have.
If you cannot see a report header then go to the Report Navigator to add a report header & footer.
