Creating Custom Image Size

I need to create a custom image header to upload to WordPress that has to be 904 x 160. I'd like it to be a hyperlink to another webpage and have a simple graphic on one end along with a few words.
I have grouped images, exported images, saved them in different formats, looked in the forums for Draw, and exhausted my screen going through the posts. Perhaps I wasn't looking in the right places, or I'm too impatient.
But how do I get to the above described result. I don't want the image to be distorted, and the text looking fine or the other way around. Isn't there a way to have a page size that's 904 x 160 then save the whole image to upload to WordPress?

You would find this task much easier in Irfan View or another image editor. I made the attachment in a few minutes using the Latest Irfan Paint plugin. It is exactly 904 x 160 pixels.
