The OpenOffice USer Experience team are planning to redesign the keyboard customisation tab for OOo v3.0, and are open to suggestions (via their mailing list). See Most wanted: New design for keyboard configuration tab page

Unfortunately it seems this has stalled: Accessibility matters. A new request for help has been issued.
