I'm trying to find a way to write a book in two languages, English on the left pages, and another language of the same information on the right pages. Aligning the two sets of texts is my concern, how to accomplish this?
I've tried text boxes, but this option doesn't work well, for various reasons.

I'm at work so cannot check whether this works or not, but try doing it with page styles. Make a style that is set to English and set it to be followed by a style set to the other language. Then apply the english style to the first page of your text.

Maybe that will give you some ideas.
PS: Sorry, I don't see how page format can help here. Language is a paragraph- or character-level attribute, the page format has no place to specify a language (that I know of anyway). Perhaps you could use a conditional paragraph style, but as I recall, those conditions don't include any page contexts.
