Can a dashed line be created with black and white dashes, rather than black and transparent?

When drawing leader lines over multiple colors (photos and color renderings) the black dashes merge with the image and can't be discerned, and the transparent dashes are not there to show the continuation of the line.

No option to have two line colors on one single line object. My workaround is to stack two lines of different color. Make the topmost opaque and dashed/dotted, while the one below is countinuous but semi-transparent.
