What will you use the software for?
Windows 10 and Linux Mint, since 2017

Try both and decide which you prefer.

'Best' is subjective. Search the internet for comparison openoffice libreoffice; see the topic OpenOffice or LibreOffice on this forum. Then try them both and decide which better suits your needs.

I personally found Open office handy.
