I'm looking for one of the following:
1. A way to group a comment with a shape
2. A comment alternative which can be grouped with shapes
Can anyone help me?

Greetings and welcome to the community forum!
Sorry, what exactly do you mean by "comment"? Do you mean a text box, that should appear as part of the drawing? Or do you mean a text note that is separate from the drawing?
You can add text to any shape by double-clicking (or press F2). The text will be part of the shape.
You can create a text box (the "T" button/icon on the Drawing toolbar). Text boxes can be grouped together with other shapes.

Thanks acknak,
I'm referring to the yellow comments which display only a number until clicked, at which point the comment is expanded and all of the text is visible.
I'm making some flowcharts, and I would like to have some way of attaching the shapes that represent actions to more detailed descriptions of those actions. I would like the descriptions to be hidden unless and until they are needed, and I would like to be able to expand them one at a time.

Sorry, I don't know of anything in OO Draw that works that way.
One alternative that comes to mind would be to use a hyperlink to jump to a separate page with the comment text. You'd have to manually arrange for a return link: OO has no built-in "back" button.

I know this is 8 years late but...
You can select then right click on any shape and select "Description...". This displays a window where you enter a title and text for that object. This could be used for comments.
One possible drawback when using it for comments is that it does not display any indication that the information is there, like MS PowerPoint automatically does in its comments system. You could add your own indicator using another shape, if you don't mind managing the extra object.
Good luck!
