On the menu bar at the top of all OpenOffice programs is “Writer’s Tools”. It offers a drop-down menu of some pretty useful tools: Lookup Tool, Google Translate, Show on the Map, Wikify Word, Add to Basket, Add Task, Show/Purge Tasks, Writer for Writers, . . .
Or at least they would be except that nothing happens when I click on them. Did something go wrong with installation, was I supposed to add a plug-in or what?

To your OOo added an extension of "Writer Tools", may be it not works, install newer version from here.

Yes, I found what happened after looking up extensions. It was installed, but not activated. After I activated it whenever I tried to use a tool I received this error: BASIC runtime error. Property or method not found.
Maybe the latest version will fix that. I will let you know.

Yes, the forum's search facility is fairly primitive. You can search for "writer's tools" but there is no analysis of where in a message the terms appear. In this case, unless the terms appear together, they aren't relevant at all. Since both of those are very common terms, you get 180 matches, almost none of which are relevant.
If you need to do an exact text search, you should try Google, with something like so:
"writer's tools" site:user.services.openoffice.org
