Can anybody tell me whether open office will incorporate functionality to import PDF files? And will the AODL toolkit incorporate functinoality for importing PDF files into writer or converting PDF files to ODT files.

It is being worked on. You can get the nitty gritty details from the OpenOffice.org Wiki:

There are other options such as using KOffice. KOffice has a PDF import feature that works reasonably well (assuming your PDF document is not simply a bunch of scanned page images) and will give you a document with all of the text imported with most of the original formatting preserved. From there you can save as ODF and then open in OpenOffice.org
