Does this get you what our want?
Select the entire row of the table that you want to be on a new page.
Select the menu item Table -> Split Table
With the row still selected, select the menu item Insert -> Manual Break and choose a Page Break.
OpenOffice 4.1 on Windows 10 and Linux Mint

The issue with that is that the table is then split. If you change a column width in the first page, the change is not reflected in the second part.

I tried in LO (24.8.5) the "Keep with next paragraph" feature of the table properties but it doesn't work. I think it used to work in the past...
LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.

Fiddly roundabout suggestion: increase the bottom page margin for that page to include the row you want on the next page. Will need a separate page style for that page (edit: not tested if that will work).

Have an invisible row (blank, no borders) to take up the space.
