Re: spell check
Your problem is the opposite of the problem discussed in this tutorial, but you may find some of the tips useful.
OpenOffice 4.1 on Windows 10 and Linux Mint

Re: spell check
Two things to check immediately:
is your file in .odt format; has it ever been formatted in any other format?
When your spellcheck fails and your cursor is in failing text, is the correct language shown in the middle of the Status Bar (bottom bar of OO window)?

Re: Spell check has stopped
The sentence suggests to me that JRyter should read this tutorial about fixing the spell check feature in Writer:
[Tutorial] Spell Check Not Working (words red underlined)
Your forum signature says you use OpenOffice 3.1 and Windows 7, both of which are more than 15 years old. It may be difficult to find anyone here who remembers how that obsolete software works. If your information is wrong, fix your forum signature in User Control Panel → Profile → Edit Signature. You may receive inappropriate advice if we don't know your real versions. I will move the topic to the Writer forum for now. Tell us if the problem is not in Writer.
If this solved your problem please go to your first post use the Edit ✏️ button and add [Solved] to the start of the Subject field. Select the green checkmark icon at the same time.
