What do you want to do? Have a background colour that prints out with the document? Or have a background colour you find pleasing while working but that will not printout with the document?
P.S. If you are entirely new to OpenOffice then it might be good idea to start on the right foot and switch to LibreOffice instead. LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.

the latter - more pleasing - but I have just noticed that now every file and program has the same dark blue background - so it is not an OpenOffice issue. See screenshot attached. Any suggestions? The desktop is dark Mint and I am happy with that.

In OpenOffice go (menu) Tools > Options... > OpenOffice > Appearance > Document background and select the colour you want.
In LibreOffice go (menu) Tools > Options... > LibreOffice > Application Colours > Document background and select the colour you want.

I have opened you TEST.doc in OpenOffice and LibreOffice and see no colour issue at all. Both display with the correct background colour as set in my own copies of OpenOffice and LibreOffice.
I am now wondering if this is a Windows issue you are trying to deal with?
I would add the general information that when using OpenOffice/LibreOffice it is a bad idea to be saving your documents in .doc format unless you really need to. You haven't attached a screenshot showing the problem so there is no clarity on exactly what the issue is. Can you attach a screenshot showing the issue?

In writer I use background colours, differing from chapter to chapter, in any book-length writings; these Save and show correctly in files Saved in odt format.

In the last couple of days I installed Win11 24H2 and am now stepping through the myriad of settings to make the dog acceptable as a system. As part of doing that I stumbled upon and quickly toyed with some settings that do affect colour (including colour of files — which puzzles me deeply in your description of the problem) in the Windows 'Settings' GUI. I thought that maybe this is how your colours on your Windows 11 seem askew. So to see the settings that affect colour in this way go to the following two locations in Windows Settings:
Settings > Accessibility > Colour Filters
Settings > Accessibility > Contrast themes
I don't see how anyone can suggest anything further without you actually supplying a screenshot that shows the problem/issue.
