Hi and welcome to the forum!

You can't.
PDF is an output format, not something to be edited.
AOO and LibreOffice have some capabilities to import PDF files but it remains very basic.
With AOO, you may need an extension for that: PDF Import for Apache OpenOffice.

Please add [Solved] at the beginning of the title in your first post (top of the topic) with the 🖉 button if your issue has been fixed.

As an add-on to Hagar's comment: If you only want to view or read the PDF, any PDF reader will do, including the one that comes with your browser. Because there are so many PDF viewers, there's no reason to include one in OpenOffice or LibreOffice.
OpenOffice 4.1.11 on Ubuntu; LibreOffice 6.4 on Linux Mint, LibreOffice 7.6.2.1 on Ubuntu
