Forum server upgrade with possible downtime (27-SEP-2023)

There has been some overload recently in the forum. Thus some changes will be provided to the forum servers.

The change should ,happen so quickly it will not be noticed. However, as a conservative manner, be careful at that time if you are posting or replying.

This is currently scheduled for 16:00 UTC on Wednesday, Sept. 27.

This was completed yesterday and the wiki and forums are working better.
