[Issue] Cell-notes to foreground?

There's an annoying behavior from the beginning of my OO-use (same in LO): in calc sheets that have cell-notes and form-elements like buttons, the notes pop up behind the buttons. Is this really the wanted behavior? How can it be changed to "show in foreground"?

It has been filed rather recently for LibreOffice: Bug 150592 - Comments should be shown over all form controls (eg push button).

I guess it is inherited from the OOo code. Maybe there is a similar bug for AOO but since development has been stalling for years now, few chances it would be fixed anytime soon.

Regarding LibreOffice:
There is a much earlier report:

(status: CLOSED WONT_FIX, juxtapose it with the Comment 5 to Bug 150592).

Workaround tip (Waiting for the Fixing the bugs is a wasted time):

Just drag the Comment boxes near the Buttons.

Hard to understand, that the developers want it so.
