Numbers saved as values in error, how to converts back

Somehow when I saved my spreadsheet all the numbers were saved with a ' in front and now are a "value" instead of a number I believe. is the a way to strip all the ' from in front of every number without starting over?

How exactly did this happen? Is it a text file (csv)? A text file is NOT a spreadsheet.
Did you copy and paste from a web site?
