Rory, thanks but I'm not sure I know how to do that. I went up to Format - Character, and there's no settings for color (and don't bother explaining the Character inside the Style and Formatting, it would take too long for me to figure it out)
...
For information, Font colour is set on the Font Effects tab in Character Style.

As I understand it, Font colour is picked up from the surrounding text of the (new) cursor position, unless a character style is selected.

For me the feature already exists, it's the change record. Up to the user to change the font color to red instead of blue and that's it.

That's the standard behavior that 99.9999% of the users expect from a word processor. But that is not the way OP wants it.

That's just the way changes are shown though - there doesn't seem to be a way to select all the changes to apply the red color permanently (without workarounds like marking the text as you type it). I've checked the Alt-Search extension and that doesn't find changes either.

Its basically an efficiency issue... not having to type a shortcut or click a button to set the font when the caret position is changed.

The best that could be done mouse-wise (Edit: without a macro) might be with LibreOffice (can't do it in OO)... customise the context (right click) menu so the top item is one that sets the character style to the one you're using for the note. You have to click to set the new caret position so right click and select the first item from the menu isn't much more onerous.

It's still not clear what OP's use case exactly is. I guessed that the red edits are not to stand as red, thus will be integrated or not in the text. But even if they were to stay, the changes would just not have to be accepted, that's all.

Here is how it would look like for example:

But the user has to click something at some point to get into that mode. And the track changes feature allows just that: getting a formatting for whatever edit you make. The only missing point IMHO is that you cannot hide deletion (MS Word can).

Attached is an update to handle charcolors only. With the extension installed, run the macro shown once only from any window. Thereafter, whatever the font color is changed to will be the color of what is typed in that window whereever the caret is moved to. Limited testing in OO only.

I have followed all of the recommendations I have found here.

But, when I try to change a Font Color the icon for "Fill" comes up. And, the font still stays black.

None of the recommendations were worth the hassle or just plain did NOT work. I am not sure why this has to be such a hassle with OpenOffice. While other Office Products work fine with changing Font Colors. Being unable to change, or choose, Font Colors is a big thing in our lives.

So, we have been forced to choose another Office product.
