When downloading an extension (or template), where do I store the file on my Mac?

You can keep the file anywhere you like.
If it's an extension (.oxt file name suffix), the downloaded file is not needed once the installation is finished.
If it's a template file, it's best to install it using File > Templates > Edit to open and tweak the template for your use, then use File > Templates > Save to "install" the template. Once you do that, you can use the template to create new documents through File > New > Templates and Documents.
