Yes.
I had a similar problem about a year ago with a photo cd from
Walgreens drug store. I took it back to the store and they
said it was fine. They had no problem reading the cd.
I took it home; still didn't work. I took it to work, and
it ran. Researched for a few days; found no answers.
I assume that whatever caused the problem with
the photo cd is the same thing causing this problem.
I guess I'll take it to work tomorrow and see if it
works there.

Does your CD drive work with other CDs? Are you sure it doesn't need some cleaning?

I have a similar problem with my laptop DVD-ROM drive. I so rarely use DVDs that the laptop was out of warranty and on the other side of the world from where I bought it, before I discovered that it just won't read lots of pre-recorded DVDs and nearly all home burnt ones. I searched the net using the drive's full name and found it is notorious for being fine with CDs and awful with DVDs.
To get the drive's full name in Windows go to WinKey+Break > Hardware > Device Manager > DVD/CD drives
Hopefully though there is just some dust on the lens of yours and it can be cleaned.
