[Solved] Another user is accessing your personal settings

Suddenly, when trying to close OO Writer, this message popped up and it's playing havoc with the program. I have to forcequit OO and recover the document I was working on.
I have no idea what this means or how to correct it. I've trashed and redownloaded the application, but no joy.

 Edit: Changed subject, was "Another user" message

Thank you for the in-depth solution. I am wondering, however, if deleting the app as well as associated files and reinstalling might work as well? I deleted only the application and reinstalled. Same issue.
Otherwise I'm looking at tinkering with the guts of the software.

No, reinstalling won't work; you need to delete the file specified, which is left over after an abnormal or over-hasty close down of OpenOffice.

OK, the fix was easier than I feared. Trashed the old user file and restarted OO and success.
