That option is offered to you when you install it, if I recall correctly.
You can change the file associations for any file type from Windows Explorer:
Right-click on a DOC file in Windows Explorer, and chose "Open With, Choose Program." Select OpenOffice Writer as the program. Check the box that says, "Always use the selected program to open this kind of file."
