Only one version of the font
Recently installed new fonts from the internet - several versions of raleway and perpetua - and only one version is visible. There is no bold or Italian, although I did install. Why don't I have all versions of the font?

Welcome to the Forums.
OpenOffice recognizes the installed fonts when it is started.
If you installed the fonts while OpenOffice was already open, then you'll have to close OpenOffice, then reopen it.
If this is not your situation, or if you've already tried this, then you should double check that Windows recognizes the font installation.
If it appears that Windows does recognize the fonts. Easiest way to check this is to see if the fonts work in other Windows programs.
If they don't, or if you have trouble determining this, then restarting Windows, possibly rebooting your computer, may be needed.

In another program, he also only sees single fonts.

Check with what Windows Control Panel /Fonts tells about the fonts; are the weights and styles of Perpetua displayed there?

I reinstalled Perputua bold - and now it showed up.
I have installed Raleway ExtraBold again - the system says that it is installed and asks whether to reinstall - I install and after opening the offce is still not on the strip.

What does Windows Control Panel /Fonts say? Does it show up there? I cannot say for Windows 10, as I don't use it, but with some older versions of Windows I recollect that fonts sometimes did not show up until a complete shutdown and restart of Windows.

Are they all TTF files? Or something different?

Where are you looking in OpenOffice? Are you looking at the fonts list on the Paragraph Style and Character style dialogs or just the Fonts list on the Toolbar? If you select the Raleway font on those dialogs, do the extra font weights you have installed show up in the Typeface box? I know that "Bold" does not appear in the Toolbar list and must be selected from the Typeface list.

You probably have an old version of the Raleway font. I installed nine .ttf files for version 2.001. Only Raleway showed in the Fonts list on the Toolbar, but I could access the additional eight font weights by selecting them from the Typeface box on the Paragraph Style or Character dialog which I asked about earlier. I deleted version 2.001 and installed version 4.026 which I downloaded from Google Fonts. With this version, a different font for each font weight except Bold showed up on the Fonts list on the Toolbar.
