I saw some old posts about this, but not a clear solution.
I want to embed openoffice in a web page such that it will load, say a spreadsheet and being fully viewable, editable.
Has anyone done this?

Not possible as far as I know.

I've been reading about the OOoBeanViewer to embed in a Java applet.
Does anyone know if this requires OpenOffice to be installed where the applet is viewed, on the client?

You might get more success if you post in the Macros and UNO Api section. The guys with more programming know-how look in there, maybe they can help. I know your request is a little different to macro programming In OOo, but it might be worth a shot.
