Save as -- incorrect path
When I press Save As the dialog window is opened with path of folder of previous file, but not current opened file. Is it a bug?

What file type has the document?
Is it an ODF Templete (.ott), or a Document (.odt)? The writer will not remember the URL (path) of the Templates. It is not a bug, but it is a normal behavior.
Or is your file a foreign format document (.doc, .docx, .rtf, txt)?
Have you filled-in the user's data in Tools - Options - Open/LibreOffice - User Data. Some functions will not work properly without filling-in those data fields.
And finally: Which File Dialog are you using? The File Dialog of the System, or the File Dialog of the Open/LibreOffice?
There are differences of the behavior of the different file dialogs.
For the newer LibreOffice versions:
Tools - Options - Advanced - Open Expert Configurarion - Search for text "UseSystemDialogs" - change the value to false.
Fort the older (4.x.x and older) LO versions and for the AOO:
Tools - Options - General - Use Open/LibreOffice dialogs (check-in it).

What I did:
1. open file partition:\Folder1\Folder2\File.doc
2. save it as partition:\Folder1\Folder2\File.odt
3. open file partition:\Folder1\OtherFile.doc
4. press "Save As" and dialog window offers me partition:\Folder1\Folder2\ (the path to the previous folder).
It isn't a normal behavior. The normal behavior is path to the folder of the opened file: partition:\Folder1\

If you create a new file, File > Save As ..., opens at the last location to which a file was saved.
If you open an existing file, File > Save As ..., opens at the location of that file.
If you open an existing file, File > Save As ..., opens at the location of that file.

OK, the documents are .odt and .doc type.1. open file partition:\Folder1\Folder2\File.doc

2.: Use the file dialog box of the office suite, instead of the dialog of the op. sys.

On MacOS, when opening a document (as opposed to a template), I cannot reproduce the situation which you report. My Save As dialog opens to the directory of the current file, whether I use the OpenOffice dialog or the MacOS dialog.
