In what application is your picture file generated? If not in one of the OpenOffice applications, it will be best to use your system archiver - possibly winzip or 7zip.

What is 7 zip?
"7-Zip is a file archiver with a high compression ratio.
7-Zip is free software with open source. The most of the code is under the GNU LGPL license."
