If I create a document in OpenOffice on my MacBook, can I then attach it to an email and have it be opened and read by any other type of computer like a PC?

Yes, if you save in the native format (odt for Writer, ods for Calc, etc) you can exchange the documents among any computers with software that accepts those formats. OpenOffice and LibreOffice take those formats natively, Microsoft Office imports them.

Also, if "open and read" is all that is needed, it may be wise to export your document to PDF format. Virtually every computer in the visible universe (aka. "the internet") will have some form of PDF viewer installed. At worst, the Edge...
