OOo Math is waiting for you to fill in all the <?> placeholders.

E.g. change from{<?>} to{<?>} <?> to sum from{i=1} to{n} x_i

The Selection toolbar is misleading, you are right, but it is more an "usability issue" than a "bug": the button only adds the "from" and "to" commands to an existing operator.
You can use "from" and "to" not only for sum, but also for integrals, products... "from" and "to" are "decorations": you need an operator (sum, int) "to be decorated" in order to use them.
