Just want to cover over a license plate in a jpeg

How do I go about coloring over the license plate numbers on a car in a jpeg. Would like to color over the numbers so they just match the background of the license plate, which is pretty much white.

The AOO/LO are not image editor softwares.
Perhaps you need use a pixelgraphic image editor software for this task.

It can be done in Writer - just add a shape over it and fill the shape with a colour.

But it is best to use an image editor like IrfanView, Paint.net etc.

Doing as John_Ha suggested would not help in case of privacy concerns. The shape patched over is easily removed from the docoument if saved in Draw (as.odg), in Writer (.odt) and also if exported to pdf. You would (at least) need to put the image with the patch into a Draw page, then group both the objects, and convert the group to bitmap before placing the resulting shape into the document it will finally be saved with. (I do not know for sure if this will definitely erase the original information.)
On Windows 10: LibreOffice 24.2 (new numbering) and older versions, PortableOpenOffice 4.1.7 and older, StarOffice 5.2

Good thinking. You could lock the .odt file or indeed any PDF created from it.

Many years ago the US government released a Word document with text blacked out where the black could easily be removed to show the underlying text :-). I am now not surprised when official documents are released as "an image inside a PDF" which guarantees that the public sees only what they want the public to see.
