Win 8.1 Firewall blocking update install to AOO 4.1.4
I've tried everything... Even disabling Windows Firewall. (Turned it back on right away when THAT didn't work...)
! These files can't be opened
Your Internet security settings prevented one or more
files from being opened
Any ideas?

Have you downloaded from the official sourceforge rep? See link bottom right.

Yes. That's where I got the .exe from. Tried it again clicking on the <direct> link at the bottom of the d-load screen, same results.
BTW - Running Avira (dumped Kasp MONTHS ago...) AV and Malwarebytes Premium - paid versions of both.
RMC & <Run as administrator>... No luck.
Windows firewall settings - allow outgoing & incoming access for 'Apache_OpenOffice_4.1.4_Win_x86_install_en-US' - No luck.

Are you getting a more specific error message, perhaps identifying what your anti-virus thinks is wrong?

I haven't use Avira, but normally one can find a log that specifically identifies the problem.
Use the methods described in Apache OpenOffice - How to verify the integrity of the downloaded file?
to verify that the exe file you download is as it left the code factory. If it passes, go ahead and install. If it doesn't pass, it is possible that the download URL has been hijacked and what you are getting is not the .exe file as it left the code factory.

Be certain to update your virus/malware definitions before doing an indepth scan.

Did you Google the error message? Have you tried the solutions found on the Windows forums and YouTube?

Is the file actually downloaded?
Maybe there is another security application that still prevents the download or the opening.
Try to disable quite everything else the Windows firewall. Then switch off the internet access and try to run the installer with all security applications off.
