Summing formula by date

In the attached spreadsheet, I hope to sum data on the dashboard tab from data in the sales tab.

There are a few things that need more information.

Dates: are the month totals from A required for current year only, a specific year, all years listed?

Sales: C contains positive values which have a corresponding entry in B, positive values which do not have a corresponding entry in B and negative values; which of these are considered sales?

This spreadsheet only has current year data, next year will have 2018 data, etc.

Sales: C contains positive values which have a corresponding entry in B, positive values which do not have a corresponding entry in B and negative values; which of these are considered sales?

They're all sales; the negative numbers are refunds. Also, not figures in C have corresponding data in B because that info didn't export from the original database.
