Highlight using rectangle aroud text line using python

Hi all,

I am trying to highLight text line using rectangle around text line. using python is it possible to draw on other application . Is there any API for doing this ? , without using plugin , is it possible to draw rectangle around Line or sentence using python programming. Please Help
