Lock column width or row height?

Is it possible to lock column width and/or row height?

I do not want to protect the spreadsheet from being edited. I just want to prevent accidental resizing of columns or rows.

I'm fairly certain column widths and row heights, once set, are fixed. They can be intentionally re-set.
