Can someone tell me if Oo can perform the functions of MS Publisher? And also can MS Publisher files be transferred or copied to Oo for editing etc?
Help would be most appreciated.

This is a very frequently asked question. Use the search facility in the top-right corner. OOo has no DTP component. OOo has a text processor called "Writer", which is very close to MS Word. It has a simple vector-graphic tool named "Draw" and a presentation program named "Impress" (similar but not equivalent to the infamous "Power Point").

OOo Draw or OOo Impress could basically be replacements for MS Publisher, however they lack features that Publisher has.
The conversion of Publisher files (.pub) is not directly possible. See also this wiki article that lists compatibility to MS Office.
There are online file conversion tools such as ZAMZAR or MEDIA-CONVERT.
Maybe they can help? You could try a conversion to .odt (OOo Writer) or .odp (OOo Impress) files.

Depending on the level of your DTP needs, a combination of Writer and Draw can be used to create documents similar to what you might make in Publisher.
Something like Scribus ( http://www.scribus.net/ ) might cover the pure DTP needs a bit better.
