To change the file format, you have to open the file, do a Save As and select the desired file type from the Save as Type list.
1. Select File -> Save As
2. Select the Save As Type list and choose Microsoft Word 97/2000/XP
3. Make sure the Automatic File Name Extension box is selected

Just to be clear, installing OOo does not change the contents of any of your individual documents. If they were in an MS Office format before, they still are. The icon that represents the document may have changed, but that doesn't affect the format of the document. If you have MS Word, you should be able to start it up, go to File-> Open and open any .doc file. As Bill suggests, the operating system may use OOo as the default program for opening the files, so that double clicking on a file may lead to it opening in OOo, but that means you have to change the settings of the operating system, not the format of the file.

Select a file you created with WordPad. Right Click on it and Select "Open With". Move down the list to WordPad. Make sure the "Always open this type of file" box is checked. Now OK out, and all files generated with WordPad should open with it. I'm not on a Windows machine at present, so am not sure of the exact dialogue.

Ive already tried that, and when I do it the file is totaly missed up with a bunch of random letter and special characters.
when I right click on the file it says it's a Microsoft Word 97-2003 Document which makes no sence as I created it with windows word pad something has changed it from one type of file to another and I have no ideal what could have done it the only thing I can figure is that I had many of my files encrypted but I do not see how that can affect it since the file was locked in a program so the there was no way open office could get at it.

Note: Well I tested the encryption program by createing a word pad document encrypted it and restarting the computer
but the file was unalter so rule out the encryption program being affected by open office.

How did you encrypt your Wordpad programs? As far as I remember there is no internal encryption in Wordpad, so you need to decrypt your Wordpad program first, using the encrypter/decrypter. Then it should open in Wordpad.

I use a 3rd party program but I do not believe that is the caused as I said I tested it and did not have any problems

The data you are reporting from a file looks very like it is coming from an encrypted file. Try that file again, but first, decrypt it before trying to open it in Wordpad.

See [Tutorial] Reporting bugs or suggestions.

You should add some punctuation in your posts, they are rather difficult to read. In your report, don't forget to say what is the encryption program you use and to upload sample files.
