Does not allow to open a spreadsheet

Hi,
I am trying to open a spreadsheet downloaded from a website. It is genuine and trustworthy. It gives me error as below when I try to open it.
"OpenOffice requires a a Java runtime environment (JRE) to perform this task. Please install a JRE and restart OpenOffice"

The same spreadsheet opens well on another PC on which I have MS Office.
Please help me to resolve it.
Open Office 4.1.6 on windows 7 professional 64 bit

Read the error message and do what it says!
LO 6.4.4.2, Windows 10 Home 64 bit

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.

It does not specify any specific JRE. Otherwise I already have java running on this PC.

OpenOffice is a 32 bit application so needs a 32 bit Java installed and then selected in /Tools /Options /OpenOffice : Java. Such a 32 bit Java can sit alongside any 64 bit Java already installed.
