OpenOffice does not show all rows

Hello,
i have problem about OpenOffice Calc.
The problem is when i try to open a report via Calc, it doesn't show all rows. But when i open it via internet browser(Mozilla) or Microsoft Excel, i can see all rows.
I really didn't understand why this is happening.
Normally total rows must be 5721 but i can see only 4393 rows via Open Office Calc.
Please find the attached original file.

I have no idea what is happening.
 Edit: Where is this data coming from? The header Report Run Time : 10/10/2018 10:41:32 AM suggests it is coming from an automated reporting form. If so what format is the report being generated in? 
What kind of a file is it? When I unpack it I get a file named AIMD_STOCK_RPT_NOCOST_86258130_1.excel. This is not too informative.

If I call it an xls file it opens abe gives me 4725 rows but the rows from 4395 to 4397 are merged and after that they are are triple spaced. The last row, 4725 is truncated at Column G.

If I open the .xls file in Gnumeric in seems to open correctly but I only get 5720 rows. Row 5719 is the last data row and Row 5720 has the word Total in Column K and the number 62111 in Column L. The number is not an equation, just a number.

This file is stock report and is sent to users through our system everyday.
Yes, i see the same when i open it with Open Office Calc. but Why i can't see all rows in openoffice calc.?
Is this happen because of file's format ?
windows pro 7 and OppenOffice 4.1.5

Yes it is because of the format. I suddenly realised what when i open it via internet browser(Mozilla) meant.

You do not have a spreadsheet file. What you have is an HTML file.
Here is a copy of the first few lines of the file

Excel seems to have been jiggered about to read HTML files invisibly and apparently Calc has not been purposely adapted to this. I am suprised it opens an HTML file at all.

I am not sure how one would read that into Calc. I tried an external data link (i.e. Insert > Link to External Data) and got the same mangled file as before.

Ah, got it.
I opened the file in Gumeric and save it as an Excel file. It now seems to open with no problem in Calc.

However, unless you need some of AOO's offerings I'd just stay with Gnumeric. It is a very nice spreadsheet.

I can open it with my LibreOffice 6.1.2 version, after unpacking and renaming the file to .html. I just dragged the file onto the Calc icon.
All of the 5724 rows appeared together the sum row. The sum is a number but not a formula.

I never thought of something that simple but it does not work in AOO. It opens in the same mess as originally.

Why are we getting different row numbers?

I just deleted the content of some rows (from 100. to 2000. rows) to reduce the file size for upload.

Here is the converted ODF format file:

There are some empty rows at the begin of the file. Maybe that occurs the difference.
