See what you have set in Tools | Options | Language Settings under Language of -> Locale setting and whether that reflects where you are.

By the way (once more): The relevant international standard published by ISO expressly deprecates any thousands grouping except by narrow spaces. Namely the point and the comma are mentioned as never to use because of the conflicts concerning the culture dependent decimal separators.
It is annoying that spreadsheet softwares simply ignore the standards.
