Equivalent to developer tab in Excel ?

Step one is "open the developer tab". Is there some way of doing the same thing in Calc?

To answer your direct question, the video at that stage is showing how to start recording a macro and to get to the macro recorder for Calc you select the menu Tools -> Macros -> Record. However, Calc's macro recorder has limited capability and I very much doubt you can accomplish whatever it is you are trying to do using it. Assuming that one thing you want to do you is link to a data table on the internet, you can do that by going to the menu Insert -> Link To External data, entering the url of the web page in the box at the top (I used the http://quickfacts.census.gov/qfd/states/01000.html web page that was shown in the video) and then hitting Enter. After choosing the language of the import you will see a list a available tables with cryptic names. On the example web site you probably want the table HTML_tables. After choosing that, you can set the link to update periodically using the controls at the bottom of the dialog.
